Lugar’s energy bill avoids cap and trade

p> Sen. Richard Lugar, R-Ind., is piecing together a comprehensive energy bill that will seek to address global climate change concerns without resorting to the controversial cap-and-trade policy favored by President Barack Obama.

Lugar announced his intention Tuesday after attending a high-level White House meeting that brought together a variety of voices involved in the energy debate. At the same time, Sen. Joe Lieberman, I-Conn., announced that he and a group of senators are nearing completion on their own clean-air package.
